How I do a website review
I am a technical guy, means I will look "under the hood" of a website.

For me the code is the main part that I review.

1. Tables or CSS based
2. Valid code or invalid (according W3C Validator)
3. Google Page Speed including what to optimize (according to Google Page Speed Plugin for Firefox)

The design/graphical side is mentioned in one or two sentences.
A design can be changed fast (if the website is coded with CSS even faster).

That's how I do it.
